Bankruptcy actions arise under Title 17 of the United States Code and generally incorporate all claims brought by a creditor against the debtor in the bankruptcy action. The federal bankruptcy laws differ from other state laws that govern the relationship between debtor and creditor, so certainly not all debtor-creditor cases are heard in federal court.
